MACRA Resources for Physician
On April 16, 2015, President Obama signed into law the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA), changing the health care financing system in the most significant and far-reaching way since the program's inception in 1965.
Under MACRA -- the bill that repealed the sustainable growth rate formula for physician reimbursement under Medicare -- physicians must choose from one of two paths beginning next year: they can either participate in an alternative payment model such as an accountable care organization, or they can join in the Merit-Based Incentive Payment System (MIPS), which requires doctors to submit quality reporting data to Medicare. The Centers for Medicare and Medicaid Services (CMS) announced on September 8, 2016 that it will allow physicians to choose the level and pace at which they comply with the new MACRA Medicare payment reforms. Participating at any level in 2017 will ensure that you will not be hit with payment penalties in 2019.
CMS issued the final rule on October 14, 2016 outlining the requirements of the new Quality Payment Program for physicians that was created by MACRA. The American Medical Association (AMA) has created a summary document including details on the various components of the final rule, and notes where key improvements were made to the policies set forth in the original proposed rule. There is also a chart with more abbreviated descriptions of the changes to the original proposed rule that were secured.
To help physicians understand the MACRA payment reforms, and what they can do now to start preparing for the transition, the California Medical Association (CMA), AMA, and CMS have published several MACRA resources for physicians.
